The European Scout Education Forum 2018
The European Scout Region, in collaboration with the National Organisation of Romanian Scouts, is pleased to invite you to the European Scout Education Forum 2018, which will be held from 30 May to 3 June 2018 in Bucharest, Romania.
Since 1999, leaders involved at national level in the areas of youth programme and adult resources from all over Europe have gathered every two or three years to take part in the Forum on Educational Methods.
The Forum is one of the most popular events that takes place in Europe, and has a very special atmosphere due to the participants having similar interest in the educational aspects of Scouting and sharing similar backgrounds, challenges and concerns.
Previous events have been held in Malta (1999), Spain (2001), Slovenia (2003), Luxembourg (2005), Denmark (2007), Portugal (2009), Romania (2012) and Turkey (2015) making the 2018 edition the 9th Education Forum in the European Region.

Sustainable Development Goals
The Sustainable Development Goals (SDGs) are a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity.
Scouting, as one of the world’s leading educational youth movements, contributes most effectively towards ‘Goal 4: Quality education’ through its non-formal education that empowers young people to develop their full potential.
The Movement reaching and engaging over 40 million Scouts and young people around the world as active citizens, it is perfectly positioned to not only support the achievement of many SDGs but accelerate the progress as well.
Scouting, since its inception 110 years ago, started with the mission to respond and address the needs of the community. Throughout the world, Scouts work towards creating positive change and establishing peace in their communities in many ways – from imparting social entrepreneurial skills; advocating gender equality, peace, human rights and environmental conservation; to facilitating conflict resolution; and providing emergency response.
At the Forum we hope to present session that will empower and provide participant with tools and/or information they will be able to adapt or adopt that will support the delivery of SDG with in the Scout programme locally
The Scout Method
The Scout Method is an essential system for achieving the educational proposal of the Scout Movement. It is defined as a system of progressive self-education. It is one method based on the interaction of equally important elements that work together as a cohesive system, and the implementation of these elements in a combined and balanced manner is what makes Scouting unique.
Starting with 2017, an eight element was added to the Scout Method:
Community Involvement - active exploration and commitment to communities and the wider world, fostering greater appreciation and understanding between people.
At the Forum we intend to put in place sessions which provide information, support and sharing of good practices for NSOs to completely understand, adapt and implement the eight element (and the Scout Method in general) into their programs.
Social Impact
Social impact is about the effect that scouting has on both Individuals and communities.
We say that scouting creates a better world, but how do we know this? It is no longer good enough to express Scouting’s worth by anecdotal evidence. We need to be able to prove the benefits that our non formal education movement provides
At the Forum we hope to present sessions that will inform and invigorate participants with ideas, tools and talking points that will that will help in support NSO in proving that scouting can create a better world.
Skills for life
Over 2 million young people in 40 countries across Europe develop their skills and benefit from unique experiences thanks to Scouting educational programmes.
These skills and experiences are transferable to life in general, are required by the job market, and young people who are, or have been, in Scouting make a disproportionately high contribution to civic society.
Non-formal education providers like Scouting associations continue investing in young people’s empowerment, skills development and active participation in the society at all levels.
At the Forum we hope to present sessions that will inform and invigorate participants with ideas, tools and talking points that:
Will assist NSO’s in the adoption/adaption of WOSM world policies at the national level.
Will Provide methodologies for self recognition of competencies acquired in Scouting both for Adult volunteers and for scouts
Indicate how we benefit from the use of new technologies in scouting and still keep the original scouting flavor

The aim of the European Education Forum 2018 is to bring together those involved with the delivery of the Scouting programme in their National Scout Organisations and Associations, and through knowledge transfer, inspirational discussion, networking and support, assists those NSOs/NSAs in developing and implementing educational methods policies, strategies, projects and initiatives to better support the involvement of young people in their communities.
THEME
As a global movement we hope to make our young people CONNECTED TO THE WORLD they live in.
OBJECTIVES
The objectives of the event will be for those attending to:
-> feel better informed to support the involvement of young people in their communities;
-> have acquired new and relevant knowledge relevant to their role;
-> have new resources to assist them in their role;
-> have built synergies, networking and best practice sharing opportunities with other National Scout Organisations and Associations around the theme of Connected to the World.

RELEVANCE FOR NSOs
The event will focus on the need and relevance for organisational change in order to:
-> adapt and adopt UN’s SDGs in the educational programmes,
-> explore the 8 elements of the Scout Method and their interdependence,
-> measure our Social Impact, and
-> capitalise on the educational value of community involvement projects to fit the changing realities of modern European society and the need for Scouting and young people to become important actors in developing their communities.

The event is provided in English with simultaneous translation in French for all major sessions.
